Make central London a Zero Emission Zone. Start with all Buses and Taxis making their exhaust pollution free using battery and hydrogen power etc. This will save the next generation of kids from respiratory problems, such as hayfever and asthma, which are surely exacerbated by particulate and harmful gas pollutants from vehicle exhaust.
