This is a great idea - it would encourage tourist spending also shops, museums etc could tie in deals if you use your Oyster London Card!

TfL were gonna do this, but they decided against this, as then it would count as a debit card, and would mean the financial systems behind it would legally have to be inspected regularly by the Financial Services Authority, and the revenue from fares & shops couldn't easily be separated [dunno why, you'd thin they'd just go through different accounts!].
But this idea deserves to be worked out properly, as it could initially be extended to leisure services, [I.e. swimming pools, gyms, libraries, car parking, car hire[car pools]...]
and then to private shops, services. with appropriate discounts, [why not?!]
London Residents: 7.5%-10% off goods.
Non-LDN residents [tourists, uk residents that occasionally use oyster: >5%.

It's already been done in the form of a credit card (via Barclaycard) http://www.barclaycard-onepulse.co.uk/oysterCard.html But would be nice for small payments.
