To make London a greener place I would introduce a similar system to that of Mexico City. The people who commute into the city are only allowed to drive in on certain days, for example... every Wednesday people from the South of the City have to use public transport... it kills too birds with one stone as it eases traffic as well as lessening the pollution in the city. I guess we could have a less extreme version in London but I do think that unless you force people to use public transport, instead of 'encouraging' them they just won't do it.
